Not trying to start a huge argument, but if you view the US from a free capitalist perspective, "moral responsibility" follows money; consumers speak their mind through monetary funds. That's how lobbying, boycotts, and the political system in general work.
From a non-economic, "moral responsibility" perspective… wouldn't you want the government, and only the government, to have all of your personal information on record (stored in several distinct, non-relational locations)? They're the ones who legislate and enforce its use, after all.
Then again, is it even ethical to legislate moral behavior? I guess I am making the argument even bigger. Abortive gay marriage prayer in public schools of sea kittens! Holy tree-huggers, Batman! I see a socialist monarchy without a mandate of the masses, but at least they have free health care! Wee~ ^.^
